இலங்கை வாழ் தமிழ் மக்களின் அவலநிலைக்கு விடிவுகாண, வழிவகை செய்ய புலம்பெயர் தமிழர்களுள் சிந்தனையாளர்களின் அவை ஒன்றிற்கான கருவூலப்பத்திரம்.
1. அறிமுகம்.
யுத்தத்தின் பின் இலங்கைவாழ் தமிழரின் நிலைமையும் அவர்களின் எதிர்காலழும் கவலைக்குரியதாக இருக்கிறது. ஆதனால் இவ்விடையத்தில் அக்கறை கொண்டுள்ள புலம்பெயர்ந்த தமிழர்கள் மத்தியில் உள்ள அறிவாற்ரல் மிக்கோரின் சந்திப்பு ஒன்று அவசியமானது. இந்த அவசியத்தை நிறைவேற்ர ஒர் அவை தேவை. அப்பேர்பட்ட அவையின் நிர்மாணத்தன்மைபற்றி இவ் ஆவணம் முன்கூறமுனைகின்றது. அச்சந்திப்பில் அக்கற்றறிந்தவர்கள் இலங்கைத் தமிழ் மக்களின் தற்போதய நிலையில் உதவ எப்படிப் பங்களிக்கலாம் என்பதை ஆராயமுற்படுவதும் இந்த கருவூலப்பத்திரத்தின் நோக்கமாகும்.
புலம்பெயர்ந்த தமிழ் மக்களுள் கடந்த கால நிகழ்வுகளின் சரி, பிழை பற்றி விமர்சிப்போர் எம்மத்தியில் உள்ளனர் என்ற நிலையை ஏற்றுக்கொண்டு அப்பேற்பட்ட அனைவரையும் ஒன்றிணைத்து பக்கச்சார்பற்ற நடுநிலைமையைக் கொண்ட கற்றறிந்த தமிழர்களின் அவை தமிழர்களுக்காக செயற்பட வேண்டியது அவசியம் எனக் கருதப்படுகின்றது.
2.இலக்கு.
இலங்கைத் தமிழர்கள் தாங்கள் வாழ்ந்த பாரம்பரிய பூமியில் சுயகௌரவத்துடனும் ஒரு ஜனநாயக சமூகத்தில் பிரஜைகள் அனுபவிக்கும் சகல உரிமைகளையும் கொண்ட ஒரு சமூகம் ஆக வாழ்வதற்கு வழிவகை செய்தல்.
3.நோக்கம்.
1. ஆரம்ப கட்டமாக ஐரோப்பாவில் வாழும் புலம்பெயர்ந்த தமிழர்கள் சகலரையும் பிரதிநிதிப்படுத்தக்கூடிய பக்கச்சார்பற்ற சிந்தனையாளர் அவை ஒன்றை அமைத்தல்.
2. புலம்பெயர்ந்த தமிழர்கள் மத்தியில் தமிழர்களின் விடயங்கள் பற்றிய கருத்து வேறுபாடற்ற விடயங்களை அடையாளம் காணல்.
3. அங்கத்தவர்களைப் பிளவு படுத்தக்கூடிய கருத்து வேற்றுமை உள்ள முக்கியமான விடயங்களை வேண்டுமென்றே கலந்துரையாடுவதைத் தவிர்த்துக்கொள்ளல். அவ்வாறு செய்வதன் மூலம் குறித்த கருத்து வேற்றுமை உள்ள விடயங்கள் பற்றிப் பேசுவதில்லை என்பதில் இணக்கம் கொண்ட ஒரு ஐக்கிய அவையை உருவாக்குதல்.
4. குறித்த அவை தமது இலக்கை அடைவதற்கு சர்வதேச நிபுணர்களின் ஆலோசனையைப் பெற்று குறித்த இடைவேளைகளில் சந்தித்து தமது இலக்கை அடைவதற்கான வழிவகைகளை நிர்ணயித்துக்கொள்ளல்.
5. மேற்குறித்த இலக்கைக் கொண்ட வேறு அமைப்புக்களுடன் கூட்டுச் சேர்ந்து செயற்படுதல்.
4. வழிமுறைகள்.
1. மேலே குறிப்பிட்ட நோக்கங்களை அடைவதற்கு ஐரோப்பாவில் உள்ள ஒவ்வொரு நாட்டிலும் கற்றறிந்த தமிழர்களைக் கொண்ட ஒரு நடுநிலைமையான சிந்தனையாளர் அவை ஒன்றை உருவாக்க ஊக்குவித்தல். இவ்வகையான சிந்தனையாளர் அவை உச்சநிலை சிந்தனையாளர் அமைப்பொன்றிற்கு கருத்தூட்டும் “தளநிலை அமைப்பு” ஆக இருக்கும்.
2. இவ்வகையான ஒவ்வொரு “தளநிலை சிந்தனையாளர்” அமைப்பும் தெரிவு செய்யப்பட்ட செயற்குழு ஒன்றையும், தலைவர் ஒருவரையும் கொண்டதாக இருக்கும்.
3. இவ்வகையிலான தளநிலை அமைப்புக்கள் குறித்த இடைவேளைகளில் சந்தித்து சொல்லப்பட்ட இலக்குகளோடு சம்பந்தப்பட்ட விடயங்களைக் கலந்துரையாடித் தீர்மானம் எடுக்கும்.
4. அவ்வாறு எடுக்கப்போகும் தீர்மானங்களை தமது பிரதிநிதிகள் மூலம் உச்சநிலை சபைக்கு அதன் அடுத்த கூட்டத்தில் முன்வைக்கும்.
5. ”தளநிலை சிந்தனையாளர்களின்” செயற்குழுவில் இருந்து 3 உறுப்பினர்கள் ஐரோப்பாவின் உச்சநிலை அமைப்பின் குறித்த நாட்டின் சிந்தனையாளர் குழுவின் பிரதிநிதிகளாக இருப்பர்.
6. இவ்வகையில் உருவாகும் உச்சநிலை அவை குறித்து இடைவேளைகளில் சந்தித்து அவ்வப்போது எழும் விடயங்களைக் கலந்தரையாடி இலக்கை அடைவதற்கான வழிமுறைகளை நிர்ணயிக்கும்.
5. பொதுக்குறிப்புகள்.
இக்கருத்தில் நுட்பங்களை அலசி ஆராய ஏதேனும் ஒரு நடைமுறையில் உள்ள அமைப்பு வழிவகை செய்யும் என எதிர்பார்க்கப்படுகின்றது. இக்கருத்திற்கு இணக்கம் ஏற்படின் அதற்கென ‘கருத்துப் பரிமாற்றப் பட்டறை’ ஒன்றை நடாத்தி இவ் ஆலோசனைகளின் நுட்பங்களை ஆராய்ந்து நிறுவன நடைமுறை ஒழுங்குகளையும் தயாரித்து குறித்த அமைப்புக்களை பதிவு செய்வதற்கான ஏற்பாடுகளை செய்து கொடுக்கும்.
கவனத்தில் கொள்ள வேண்டிய விடயங்கள்:
1. ஐரோப்பாவில் உள்ள நாடுகளில் ஒவ்வொன்றிலும் சகல தமிழர்களுடைய கருத்துக்களையும் பிரதிநிதித்துவப்படக்கூடிய சிந்தனையாளர்களை ஒன்றிணைத்துக் குழுக்களை அமைக்க முயற்சித்தல். இவ்வகையில் உருவாகும் ஐரோப்பாவின் உச்சநிலை அமைப்பு ஏனைய கண்டங்களில் வாழும் தமிழர்களின் சிந்தனை அமைப்பு அமைய முன்மாதிரியாக இருக்கும் என எதிர்பார்க்கப்படுகின்றது.
2. குறித்த சிந்தனையாளர் குழுக்களை அமைக்கும் போது தள மட்டத்திலும், உச்ச மட்டத்திலும் இக்குழுக்கள் புலம்பெயர்ந்த தமிழ் பேசுபவர்களுள் போதிய எண்ணிக்கையிலான மகளிரையும் சேர்த்துக்கொள்வதில் கவனம் செலுத்தப்பட வேண்டும்.
3. இவ் அமைப்புகள் சகலவற்றிலும் தமிழர்களின் பிரச்சினை தொடர்பான கடந்த காலத்தில் நடைபெற்ற எந்த ஒரு விடயத்தைப் பற்றியும் பேசுவதோ, கலந்துரையாடுவதோ இல்லை என்ற ஒழுங்கு விதியை கடைப்பிடித்தல் வேண்டும். இவ்வாறு ஒழுங்கத்தவறின் எமது நோக்கத்தை அடைவதற்கான செயற்பாடுகளில் பாதகம் ஏற்படும்.
4. கலந்துரையாடல்கள், கருத்துப் பரிமாறல் முதலியவைகள் ஆங்கிலத்திலோ, தமிழிலோ நடத்தக்கூடியதாக இருத்தல் வேண்டும். ஆங்கிலத்தில் தேவைப்படின,; தமிழில் சமகாலத்தில் மொழிபெயர்ப்பதற்கான ஒழுங்குகள் இருத்தல் வேண்டும். கூட்டப்பதிவுகள் ஆங்கிலத்தில் இருந்தால் சர்வதேச தொடர்புகளுக்கு இலகுவாக இருக்கும்.
5. தேவையேற்படும் தருணத்தில் கருத்துப் பட்டறைக்கோ அல்லது வேறு எந்தக் கூட்டத்திற்கோ அனுபவம் வாய்ந்த சர்வதேச நிபுணர்களைப் பங்கு கொள்ளச் செய்யலாம்.
6. எத்தறுவாயிலும் எக்கூட்டத்திற்கும் சிறப்பு சொற்பொழிவாற்ற கலாநிதி இயன்மாட்டின், சேர் நைஜல்றொட்றி போன்ற நிபுணர்களை அழைத்துக்கொள்ளலாம்.

A Concept Paper
on the need for a think tank of the Tamil Diaspora
to work for the cause of the Tamils of Sri Lanka
I. Introduction
This document suggests the need to organize a formal meeting of erudite persons from among the Tamil Diaspora interested in the future of the Tamils in a post war situation to consider the feasibility of the creation of such a body to decide on the future role the Tamil Diaspora could play in helping the cause of the Tamils.
Being aware of the existence of different shades of opinion among the Tamil Diaspora on the rights and wrongs of past events and future activities relating to the Tamil cause, it is felt that it is important to have an untainted neutral body of erudite Tamils to unite those Tamils with different opinions and jointly work for the cause of the Tamils of Sri Lanka.
II. Goal
To enable the Tamils of Sri Lanka to live in their traditional lands with dignity and enjoying all the rights and privileges a citizen in a democratic society should enjoy.
III. Objectives
To form a neutral think tank representing the view of all members of the Tamil Diaspora in Europe who are concerned of the plight of the Tamils in Sri Lanka today.
To identify the matters relating to the Tamil cause about which there is no difference of opinion among the Tamil Diaspora.
To deliberately avoid speaking of main factors about which there is a difference of opinion which could split the members and forge a united body by agreeing to disagree on such specified matters.
To meet at regular intervals and prepare a plan of action in consultation with international experts in the field on how to achieve the goal.
To collaborate with other organizations with similar goals.
IV. Methodology
To promote the formation of neutral think tanks consisting of erudite Tamils in each of the countries in Europe with the objectives specified above. They are to be the base level bodies which will feed into the apex body of the think tank.
Each such base level think tank is to have an elected head with an executive committee.
Such base level think tanks are to meet at regular intervals and discuss relevant issues on a democratic manner and take decisions.
Decisions so taken to be conveyed to the apex body by the representatives of the base level body at the next meeting of the apex body.
At least two or three members of the committee of the base level think tank are to be selected to represent the Think Tank of Tamils of that country at the Apex Level Think Tank of the Tamils in Europe.
Such apex body is to have regular meetings to discuss topical issues and prepare a plan of action to achieve the goal.
V. Miscellaneous
It is expected that if this idea receives the support of any existing leading neutral organization of the Tamils in Europe they would organize a workshop of the different groups of Tamils and prepare the organizational structure, the rules of procedure of such body/bodies and take other steps to formally register these organizations.
N.B.
1. There should be a representative group of Tamil ‘thinkers’ with all shades of opinion from as many European countries as possible. (once we succeed in conducting this workshop successfully we may suggest similar workshops to be conducted in other regions and build up a network to arrive at a global consensus on this subject).
2. This group should also consist of a reasonable number of ladies and members of other Tamil speaking groups from Sri Lanka both at the base and apex levels. .
3. A definite and firm decision should be taken to exclude discussions on the past performance of any group or persons in an effort to regain the rights of the Tamils.
This is to prevent divisive discussions which could inhibit the objectives of this workshop.
4. The workshop could be in English as the operative language with provision for speakers in Tamil with simultaneous translation if necessary. The records may be maintained in English, as it is an international language and would facilitate interaction with other similar bodies.
5. We could perhaps consider getting an experienced member of international community who is well informed of the problems of the Tamils to conduct the proposed workshop and help in arriving at a consensus.
6. We could consider inviting persons with experience in solving problems of this nature to make a keynote address at meetings, where appropriate. (Examples of such persons are Dr. Ian Martin or Sir Nigel Rodley)
